As the 20th CPC Central Committee concludes its Fourth Plenary Session, attention turns to the "Proposition" (Jianyi), which will set the course for China's 15th Five-Year Plan (2026–2030). Rather than a strategic shift, the plan is expected to refine priorities within the existing "Dual Circulation" framework, focusing on six pillars: domestic demand, social rebalancing, de-risking, high-level opening-up, market reforms, and industrial upgrading. Recent Politburo signals highlight a dual focus: broad social policy commitments alongside concrete emphasis on industrial upgrading and market reforms—reflecting Beijing's continued reliance on industrial advancement to boost productivity, incomes, and consumption. The plan may also incorporate emerging themes like "anti-involution," "AI+," and "investing in people," potentially expanding social security and urban livability, while scaling back on development-security measures in light of progress made during the 14th FYP.
