Event Details

Following the Fourth Plenary Session of the 20th CPC Central Committee, focus has turned to the "Proposition" (Jianyi) guiding China's 15th Five-Year Plan (2026–2030). Building on the established "Dual Circulation" framework, the plan is expected to refine six core priorities: domestic demand, social rebalancing, de-risking, high-level opening-up, market reforms, and industrial upgrading. Recent policy signals emphasize advancing industrial upgrading and market reforms to drive productivity and consumption, while integrating emerging themes—such as "anti-involution," "AI+," and "investing in people"—to strengthen social security and urban livability. Certain development-security measures may also be adjusted in light of progress achieved under the 14th FYP.


To help business leaders navigate these evolving priorities,SwissCham East—in collaboration with AustCham Shanghai, the Benelux Chamber of Commerce Chapter Shanghai, BritCham Shanghai, China-Italy Chamber of Commerce, Danish Chamber of Commerce, and FinnCham China—invites CEOs, Managing Directors, and senior executives from foreign industrial companies operating in China to an interchamber breakfast meeting on Thursday, March 12th. The session will explore how the strategic positioning and policy directives outlined in the recent Two Sessions and the Five-Year Plan will impact foreign companies operating in China over the next five years, delivering strategic insights into the plan's implications for foreign enterprises. A dynamic discussion among distinguished KOLs—including but not limited to topics such as how companies should re-align their KPIs according to China's trajectory, how they must adapt in balancing localization versus global standards, and how the push for self-reliance will affect their operations—will offer C-suite leaders a focused platform to exchange perspectives and align strategies ahead of upcoming policy developments.

在中共二十届四中全会闭幕之后,政策焦点已转向指导中国"十五五"规划(2026–2030年)的《建议》。该规划将在既有"双循环"框架下深化六大核心方向:扩大内需、社会再平衡、风险化解、高水平开放、市场改革及产业升级。近期中央政治局释放的信号表明,政策将兼顾宏观社会承诺与产业升级、市场改革的具体推进——反映北京仍以工业升级驱动生产力、收入与消费提升。规划亦可能纳入"反内卷""AI+""人力投资"等新兴议题,通过强化社会保障与城市宜居性,同时适度调整"发展安全"相关措施(基于"十四五"期间取得的阶段性成果)。

    Weisi Xie

    Shanghai Director of Economist Intelligence Corporate Network (EICN)

    Weisi Xie is the Shanghai Director at the Economist Intelligence Corporate Network (EICN), and is responsible for engaging with top executives in the region on key economic and political issues as well as industry-specific analysis to support their businesses in the dynamic Chinese market.

    Mr Xie served as an Assistant Professor of Economics at Shanghai Jiao Tong University before joining EICN. As a trained trade economist, his teaching and research mainly focused on the fields of international trade, industrial economics and economic development, with a particular emphasis on China’s economy in a global perspective. He also possesses extensive expertise in the non-profit sector through work experience with think tanks and international organisations, including the Shanghai Institute for National Economy and the World Trade Organization (WTO) in Geneva, Switzerland, where he contributed to multiple government counselling projects and policy studies. His work has appeared in leading academic journals as well as major economic policy publications.

    Mr Xie has a Ph.D. in Economics from the University of Colorado at Boulder, and a B.A. in International Business from Southwestern University of Finance and Economics.
